Quarterly Self-Employment Report: 5 Frequently Asked Questions in Latvia

Another quarter has come to an end, and it's time to submit your self-employment report. During the reporting period, we often receive similar questions from self-employed individuals – it's time to resolve these uncertainties! We've compiled answers to help you confidently submit your self-employment declaration.

  1. What reports must self-employed individuals submit?

    This is one of the most frequently asked questions by those who have recently started their economic activity. In brief:

    • If you pay taxes under the general regime, you must submit a Self-Employed Social Contribution Report every quarter – by January 17, April 17, July 17, and October 17.
    • If you're under the micro-enterprise tax regime, submit the MUN declaration by the 15th of the same months.
    • In both cases, make the tax payment to the unified tax account by the 23rd of the same month.
    • To declare personal income tax, submit the Annual Income Declaration between March 1 and June 1.
    • If you're a registered VAT payer, you must submit a VAT declaration monthly or quarterly by the 20th of the following month and pay it by the 23rd.

  2. What if I had no income in the quarter? Do I still need to submit a report?

    If there was no income (profit) during the quarter, you are not required to submit the social contributions report. However, you still need to submit the annual income declaration and VAT declaration – even if there were no transactions or earnings.

  3. Can I correct a report that was already submitted?

    Yes! You can do it within one month after the due date for social contributions. Contributions are due by the 23rd of the reporting month. For example: Q1 can be amended until May 23, Q2 until August 23, Q3 until November 23, and Q4 until February 23.

    Annual income and VAT declarations can be corrected within three years of the statutory deadline (23rd of the month). You can correct them multiple times.

  4. Will I be fined for late submission of the report?

    If there was taxable income but the report wasn’t submitted, the State Revenue Service (VID) may issue a warning or a fine according to the law "On Taxes and Duties":

    • 3–10 days late: 5–14 penalty units
    • 11–20 days late: 15–30 penalty units
    • 21–30 days late: 31–56 penalty units
    • Over 30 days late: 57–140 penalty units

    One penalty unit = 5 EUR.

    VID also charges late interest – 0.05% per day from the unpaid amount, starting from the day the delay is identified.

  5. What if I forgot to submit the Minimum Social Contributions Form?

    In both tax regimes, self-employed persons are subject to minimum social contributions based on EUR 2100 quarterly income. If this threshold is met, no extra calculations are required.

    If your income is below this level, you must submit the “Self-Employed Income Forecast” form through EDS by the same deadline as the report. In that case, only the 10% pension contribution applies.

    We recommend submitting this form even if you're unsure about next quarter’s income. If you don’t and earn less than EUR 2100, you’ll have to pay the shortfall later. If you do submit and then exceed EUR 2100, you just pay as usual.
